Introduction
Nowadays, we are in an outrageous situation: One billion people without access to safe water, 2, 6 billion without access to basic sanitation and 2.2 million die each day from diseases related to lack of access. Moreover, the availability of water per capita has sharply plummeted from around 17000 m3 per year in the middle of the 20th century to about 6000 m3 per year today.
However, water is still present today and naturally enough: They are his ways of sharing and good condition of its distribution which are lacking. Contrary to popular belief, Latin America but also Africa countries are generally rich in water. It is the Middle East and Sub-Saharan Africa who suffer from shortages of fresh water in its natural state. However, if water is available but does not benefit all road users, mainly due to the casualness and the lack of financial resources held by public authorities.
