1. The People´s Republic of Bangladesh has received a grant (Grant No. H092 BD) from the International Development Association (IDA) for the Power Sector Development Technical Assistance (PSDTA) Project, part of which has been allocated to the Bangladesh Energy Regulatory Commission (BERC) for its institutional development and strengthening. BERC intends to apply part of the proceeds of the grant to procure consultancy services for Determination of licensees' Tariff, Formulation of Regulations and Related Tariff Management Issues in the electricity and gas sectors. 2. Scope of the Task/Service: The major scope of services of the consulting firm, among others, will include the following: The Consultant shall scrutinize, review and analyze tariff applications of BERC's licensees in the electricity and gas sectors and assist the BERC in finalizing the tariffs (bulk supply, wheeling and retail end-user tariff). The Consultant shall assist BERC in reviewing existing tariff regulations, formulating new tariff regulations for renewable energy and other sources of generation, determining Feed-in Tariff and tariff for surplus power supplied in grid for HFO/Diesel based Captive Power and other Generators. The consultants shall propose revision on the existing tariff regulations where required. The Consultant shall also assess the applicability/adaptability and feasibility of a Multi-Year-Tariff
