As it is demonstrated in the text, the basic tool for the UK was the Black report. This report was reference. The mission started by the labour government but when they handed over to the conservative government, the plan was neglected.
However in 1997, the labour government produced a new (the Acheson report) and a white paper of recommendations which presented a plan for fighting social inequalities.
The main objectives in 2001 to 2010 were: * To reduce the rate of infant mortality between manual workers and the general population by 10% * To reduce the difference in life-expectancy between underprivileged areas and the national average.
In 2004 more objectives were added, in particular: * To reduce by 40% the difference in cardiovascular diseases between disadvantaged areas and the rest of the country. * To reduce by 6% the difference in mortality from cancer between these same areas and the rest of country. * To reduce by 26% in prevalence of smoking in manual workers * To reduce by 50% in unwanted pregnancies in under 18 women
This shows that, the objectives targeted the areas with the worst health and some vulnerable groups.
In order to attend these objectives, they elaborated a plan which included an inter-ministerial taskforce. Even if, the role played by the Ministry of health was much stressed, many ministries were involved. And they associated local authorities and population.
In term of actions: * Improvements in nutrition (breast feeding sensitization), a program of renovating primary care centers (this increased the H care quality), change of funds ‘allocation criteria (reduced the avoidable health inequalities) … in short, mobilization campaigns and national programs were done against
