Introduction: terms of reference as resulting from the meetings with the Ministry of Capacity Building
The authorities and the various persons met have all insisted on the utmost importance of resolving the issue of the law-making procedures and of proper legal drafting in Ethiopia. This seems to be one of the most crucial issues to be resolved quickly. Otherwise, no serious improvements will be made to the overall functioning of the legal system in Ethiopia. Mr. Mandefrot insisted that this subject was the most crucial one. These statements have been the guiding principle of the work I have undertaken during my stay in Ethiopia.
The current study takes place within the framework of working group number 2.2.4. of the Justice reform program. Two experts have already been working on the subject of law-making procedure in Ethiopia,
