The will of a unique Europe definitely wants to go through the “Government 2.0” concept. Indeed the different initiatives and projects to deliver cross – border public sector services to citizens and enterprise on the old world are on the rails and wish to change in the coming years our perception of national public administration . After operated like individual “Stovepipes” – with information on only flowing vertically and rarely between department – during the last 40 years , the EU members state have to face strong challenge about IT interoperability, collaboration, transparency and participation to establish a sustainable “Citizen Centric Open Government”.
Building of an Open Government
From the 15th to 16th the Belgian presidency of the Council of the European Union has hosted a conference in Brussels titled “ Lift – off toward Open Government” emphasizing to the implementation of cross –border interoperability. This event has seen the presentation of “European e-Government Action Plan 2011 -2015” where several Large Scale Projects Pilot have been demonstrated (STOK, SPOCS, PEPPOL, epSOS). In front of a flowerbed of European and international professionals and national administrations representatives, the President Herman Van Rompuy opened the conference seconded by commissioner Neelie kroes and the Belgian Minister Vincent Van Quickenborne. These two days have been the occasion to listen to various experts about various theme shared plenarily (future of public services, Government efficiency) or in break – out session (citizen & business centricity, Measurement tools for attaining social value through e – Government, Open Government by way of cloud computing, etc.).
The 3000 square meters space booked for exhibiting the different projects and the closing of the session by internationally recognized CEO’s from notorious Large companies (Microsoft, Verizon, Oracle and Siemens)
